Instrument and Register of Delegations

In 2023, the University approved a new Instrument and Register of Delegations. The new Register modernises and consolidates all delegations formerly made by the Council of the University. It supersedes the former Delegation Band Value Limit Table and the Academic Delegations Register.

The Register of Delegations comprises four parts:

  • Part 1: Financial and Commercial
  • Part 2: Legal and Contractual
  • Part 3: Human Resources
  • Part 4:  Academic, Students and Awards.

The content of Parts 1, 2 and 3 is drawn largely from the former Delegations Table and includes several minor updates. The content of Part 4 has been drawn from the former Academic Register.

This modernised, comprehensive and cohesive Register of Delegations is available to all staff members of the University and to the general public. Staff members are urged to review and become familiar with the Instrument and Register of Delegations as soon as possible.

Financial Delegation

A Financial Delegation is the approval to purchase goods or services on the University's behalf and is subject to there being an approved budget in place. Financial Delegations are made only to officers who hold positions listed within each a specified Band Value Limit contained within the Instrument and Register of Delegations.

How do I apply for Financial Delegation?

Upon appointment to a position that is identified as having financial delegation, staff must submit a Financial Delegation Form for approval. Refer to the Policy and Procedure for further information.

Delegation Band Value Limit Table

The authority levels set in the Delegation Band Value Limit Table apply to purchasing as well as the negotiation and execution of Agreements on behalf of the University to procure, expend or deliver goods and services (subject to compliance with relevant Tender requirements). These limits apply to all Agreements and transactions or dealings undertaken on behalf of the University, except those relating to Library acquisitions. Limits also apply to reimbursements and internal journals/transfers (with the exception of the Finance Office performing operational duties).

Delegations: Other matters

A delegate who, through established lines of authority, is subject ultimately to the direction and supervision of the Vice-Chancellor is also subject, in the exercise of delegations, to the direction of supervision and direction of more senior delegates.

The Vice-Chancellor may impose financial limits or other conditions on an Acting Officer’s delegation; the COO or CFO may impose financial limits or other conditions on an Acting Officer’s delegation where the office in question is within Band 6, Band 7 or Band 8.
