Biography

Prof. Jakupec holds honorary professorships at the Federation University (since 2025), the University of Potsdam (since 2006), and Deakin University (since 2013). Previously, he held academic positions at the University of Technology Sydney, the University of South Australia, the University of Queensland, and the Malawi University of Science and Technology. He earned his Dr. phil. habil. from the University of Giessen and Dr. phil. from FU Hagen. His habilitation (higher doctorate) focuses on the political economy analysis of development aid and education in the post-neoliberal era. His research is situated at the intersection of international relations, political economy, development studies, and critical theory, with particular emphasis on ideology, neoliberalism, and the epistemologies of aid. His most recent research focuses on the politics of the Russo-Ukraine War, political economy, and the rise of the BRICS bloc.

Viktor Jakupec is a member of the Leibniz Sozietät der Wissenschaften, Berlin [formerly Academy of Sciences, German Democratic Republic], and the Arbeitskreis für Internationale Politische Ökonomie, Germany. He has served as a consultant to multilateral organisations, including the Asian Development Bank, the European Union, the World Bank, and AusAID, contributing to educational reform and development initiatives in Central and South Asia, Southeast Asia, the Caucasus, the Middle East and North Africa, and the Western Balkans. His scholarly output includes numerous authored and edited volumes, peer-reviewed journal articles, and book chapters that address education policy, development theory, and political economy. His current research critically engages with the shifting paradigms of international aid within illiberal and post-neoliberal governance frameworks.

Areas of Expertise

Prof. Jakupec straddles two academic domains: education and political development/international relations. His interdisciplinary expertise is grounded in political economy analysis, focusing on the complex entanglements of development aid, education reform, and global governance. His work critically examines how power, ideology, and material interests—often shaped by both realist and post-neoliberal logics—determine aid relationships and policy agendas in transitional and illiberal regimes.

Within the field of education, Professor Jakupec is a recognised authority in secondary and higher education, as well as in vocational, technical, and adult education (TVET). His scholarship is informed by critical social theory, including ideological critiques of development, and explores the role of education in sustaining or transforming political and economic structures. He has extensive experience in multilateral and bilateral reform initiatives (e.g., ADB, EU, World Bank, MCC, AusAID), and his research advances understanding of the praxis of education reform across post-conflict, post-authoritarian, and aid-dependent contexts.

Drawing on both social critical and realist traditions of international relations, he analyses the geopolitical dimensions of education and development aid, particularly how donor interests, institutional design, and strategic alignments shape reform outcomes. His applied work includes educational leadership, cross-cultural professional development, program evaluation, and institutional capacity building, contributing to quality assurance and system strengthening in diverse global settings.
