Federation University's 2040 strategic plan

Find out how we aim to deliver outstanding learner experiences, job-ready graduates and innovative research that will drive the growth of our regions.

Our purpose is to deliver the transformative education, training and research that our regions need to thrive.

We’re deeply connected to the communities we serve across Ballarat, the Wimmera, Berwick, Gippsland and Melbourne. Everything we do is about real impact – strengthening economic, social and cultural outcomes through inclusive learning and practical research.

Each year we support tens of thousands of learners. We’re proud to lead Australia in access and equity, with the highest proportion of first‑in‑family learners in the nation. Opening doors and widening participation isn’t just our history – it’s our ongoing commitment to our communities.

Our enablers

Partnerships sit at the heart of our Co-op model. We work closely with employers of all sizes – from local businesses to global companies in our tech parks, community organisations and government. Together, we design curriculum, shape research priorities, offer paid placements and invest in new initiatives. Keeping a partnership mindset in everything we do helps us stay responsive and maximise our impact.

We’re creating learning precincts that bring education, research, industry and community services together. By 2040, our campuses and technology parks will be vibrant hubs where students learn in real work environments and teachers and researchers collaborate with startups and commercial partners. Modern labs, shared spaces and hands-on facilities will spark creativity and practical learning.

We use technology to enhance the human experience, not replace it. That means flexible, easy-to-use digital platforms supported by real people who know and understand user needs. Data helps us tailor support for each learner, while digital tools streamline day-to-day tasks so staff can focus on meaningful work. We aim to make every digital interaction more convenient, accessible and secure.

As a public institution, we lead with integrity, transparency and accountability. We remain committed to decisions that reflect our values and the needs of the communities we serve – especially First Peoples’ communities. Our governance structures are inclusive and responsive, helping us adapt while staying true to our purpose. We're building trust and ensuring our strategy delivers real impact for regional Victoria.

We champion the needs of our communities and actively shape policy that supports regional learners, industries and First Peoples. We advocate for more funded regional learner places, incentives for graduates to work locally and research investment aligned with regional innovation. Working with our communities ensures government backing and long term success.
