Full biography
Lance Lloyd has over 30 years practical experience across SE Australia, and recently in the Pacific Islands, in freshwater, estuarine, coastal and inland environments in ecology and management requirements. His key expertise is in relating the ecology of aquatic systems to the needs of management.
Subsequent to his M.Sc. research work, he was appointed a Research Officer at the University of Adelaide and undertook research work on woody debris on the SA Murray River and Floodplain. During this time, he also co-ordinated the NCCSA Chowilla Floodplain Biological Survey (see O’Malley & Sheldon 1990). Lance was the author of 3 chapters of the report and one scientific paper (Boulton & Lloyd 1991). He also published research which demonstrated that egg-banks are an important recolonisation source for ephemeral ecosystems and that the species which emerged were dependant on the flooding frequency of that site (see Boulton & Lloyd 1992). This work has proved a valuable tool in floodplain and wetland management and rehabilitation.
Lance established and led the Floodplain Ecology Group within the Dept of Conservation and Environment in Shepparton and the Integrated Water Strategy (IWS) Project from 1990 to 1992. The IWS Project developed an approach to understanding the ecology, and water management, of floodplain wetland ecosystems. These included Hattah Lakes, Gunbower Forest, Barmah Forest, and multiple sites from Albury to the South Australian border. He co-authored twenty reports on the hydrodynamic assessments and interim water management plans for these sites.
In 1992, Lance was appointed as Principal Water Quality Scientist of the State Water Laboratory of Victoria (SWL) and led multiple programs including the iconic Victorian Water Quality Monitoring Program and early environmental flow programs in Victoria. During this time, he led the development and growth of the environmental team within the SWL, building on the biological and water quality expertise to include areas such as fish ecology, risk assessment, wetland & lake ecology & restoration, vegetation ecology, and storm water management. In 1994, He was appointed as Divisional Manager of the Environmental Services Division of Water ECOscience Pty Ltd, and grew his consulting team to over 30 professional staff.
Lance established his consulting practice, Lloyd Environmental Pty Ltd in 1998 to provide quality services to the water and environment industries. Lloyd Environmental uses science and strategic planning to provide practical solutions to clients’ aquatic ecosystem management issues.
One major project area during this time was to provide strategic, scientific and technical expertise in the areas of floodplain and aquatic ecology and management to the Murray Darling Basin Commission (MDBC). He provided direct program & project management services to the MDBC for 7 years (1998-2005) as the Rivers R&D Program Co-ordinator, and another seven years (2005-2012) in various parts of the MDBA as Science Advisor to the Water Quality Advisory Panel and as a consultant on various projects, such as the Basin Plan and river operations.
Lance also played a key role in developing environmental water concepts, and their application, to over 30 environmental flow assessments on rivers, wetlands and estuaries. He was the co-author of FLOWS, the Victorian state-wide guidelines for environmental flow assessments of rivers and contributed to FLOWS Edition 2. Recently, he led the development, testing and finalisation of EEFAM, the estuary environmental flow assessment methodology for Victoria.
In addition to his consulting work, Lance currently chairs the Victorian DEPI’s Translocation Evaluation Panel, and the Great Australian Bight RAG (Australian Fisheries Management Authority; AFMA), and is a member of three other AFMA committees. This were all ministerial appointments based on Lance’s fisheries science expertise.
