Highlands LLEN

There are 31 Local Learning and Employment Networks (LLENs) in Victoria. The goal of each LLEN is to support young people, 10–19 years old, within its geographical boundaries by improving their participation, engagement, attainment and transition outcomes. The core role of LLENs is the creation and development of sustainable relationships, partnerships and brokerage of initiatives with and across local education providers, industry and community. This also includes the facilitation of Structured Workplacement for secondary students. Highlands LLEN (HLLEN) covers the local government areas (LGAs) of Ballarat, Moorabool, Pyrenees, Hepburn and Golden Plains North.

In addition, Highlands LLEN also houses the:

A dedicated digital innovation hub is at Federation University’s Flecknoe Building, providing a modern space for entrepreneurs, startups, technology specialists and researchers to collaborate within a single space.

The hub, funded with $4.3 million from the Victorian government. The opening of the hub in 2018 was also accompanied by the launch of the Ballarat Runway Accelerator Program. Runway’s accelerator program nurtures regional start-ups and entrepreneurs.

The then State innovation and digital economy minister Philip Dalidakis said that the government was investing in a sector that will help the Victorian economy diversify and remain competitive in the future.

Triple Zero Victoria (Formally Emergency Services Telecommunication Authority)

Triple Zero Victoria (formerly Emergency Services Telecommunications Authority) was established in 2023.

Triple Zero Victoria provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES.

Triple Zero Victoria also provides advanced, operational communications for Victoria’s emergency services. This supports police, fire, ambulance and VICSES personnel in the field.

Emergency call-taking and dispatch is at the heart of what Triple Zero Victoria does. Triple Zero Victoria’s call-takers are on the phone with callers when emergency help is needed most. In tandem, Triple Zero Victoria dispatchers relay critical information to the emergency services to get units to the scene. In 2022–23, Triple Zero Victoria answered more than 2.7 million calls for assistance, representing a call every 11 seconds or more than 7,370 a day.

Call-taking and dispatch services are delivered from three State Emergency Communications Centres (SECCs) located at Ballarat, Burwood East and Williams Landing.

It provides helpdesk facilities to over 60 clients across a range of industries and has received national awards for excellence in customer service. The Global Business Services team operates out of IBM’s second building – the IBM IT Services Centre. Application Management Services and Application Innovation Services are delivered from this location. IBM operates in partnership with Federation University Australia's School of Science, Information Technology and Engineering, with support from the Victorian State Government. HVP Plantations

HVP Plantations (HVP) is one of Australia’s largest private timber plantation companies. HVP employs over 700 staff and contractors.


The HVP estate equates to 240,000 hectares of land across Victoria, of which around 170,000 hectares is plantation (predominantly pine) and 50,000 hectares is native forest.
From its plantation estate, the company supplies over 3 million tonne of wood annually to primarily local manufacturing industries, mainly structural sawn timber, fibre board products, paper, and packaging.

The Federation Physiotherapy Virtual Care Clinic (FPVCC)

The Federation Physiotherapy Virtual Care Clinic (FPVCC) is a telehealth clinic located at the Gippsland Enterprise Centre, Churchill, and is designed to cater for the health and wellbeing of people living with chronic health conditions.

FPVCC offers a practical telehealth clinical placement for every 3rd and 4th year student enrolled in the Bachelor of Physiotherapy and Bachelor of Physiotherapy (Honours) degree.

The clinic is open from Monday to Thursday and provides services for musculoskeletal, neurological, and cardiorespiratory conditions.

Local Learning and Employment Networks (LLENs) are an initiative of the Victorian Government. They were established to bring together the expertise and experience of local education and training providers, business and industry, community organisations and individuals, parents and families and government agencies to support Victoria’s young people to complete year 12 or its equivalent, including apprenticeships, traineeships or vocational training. LLENs also have a particular focus on young people who are at risk of disengaging, or who have already disengaged from education and training and are not in meaningful employment.
