The Council is the governing authority of the University and is responsible for the direction and superintendence of the University. The governance model of the University is based on its Council being comprised largely of external members but including members of the University's key internal stakeholders: Higher education and TAFE staff and students, general staff, and the Academic Board.

External and internal members play a significant role in Council's major committees. External members bring to the University independent judgement and a range of expertise that is not readily available at the University. However, external members may have less detailed knowledge of the institution than their internal counterparts. This mixed membership of the governing body is designed to ensure appropriate governance accountability for the University.
