Local Government Change Agents Project

This project provided staff from the participating councils with the research, training and support to develop and implement behaviour change programs, to address their priority actions identified in their Environmental/Sustainability Strategies and Strategic Plans.

  • Over the past 2 years, the NCS-Federation University Australia and the Horsham Campus Research Precinct have researched the strategies being implemented throughout Australia and overseas to effectively deliver behaviour change for sustainability outcomes within Local Government and in our local communities. We also surveyed the staff at the participating councils and the people from the participating communities to identify specific local challenges and attitudes to these behaviour change issues.

This research informed a customised training and mentoring program to assist local government officers to develop and implement effective behaviour change programs in their councils and communities. These programs were targeted to deliver the specific behaviour changes that will assist each council to achieve the social, economic and environmental sustainability outcomes previously identified as Council priorities.

This project engaged officers from four councils in regional Victoria:

  • Horsham Rural City Council
  • Hepburn Shire Council
  • Southern Grampians Shire Council
  • City of Greater Bendigo.

The delivery of the research, training and mentoring components of this program was facilitated by Federation University Australia (National Centre for Sustainability and Horsham Campus Research Precinct), with the support of La Trobe University's (Bendigo) Centre for Sustainable Regional Communities.
